The monitor_reports database contains all the data needed for some of the reports (avail, SLA, trends, histogram) = historical data and merlin keeps the data for the current state.
Some of the other reports fetches their data from the nagios log files (using the showlog binary written by Andreas).

Merlin db has a table called report_data which was planned to be used to keep the data monitor_reports has today. In other words  -  reports_module is not filling merlin.reports_data but rather monitor_reports.reports_data.
