When all known bugs of a certain seriousness or above are ironed out and
all tests pass, we declare it stable and then release it.

We know that we need more tests to cover every angle, but that's always
the case, as there will always be bugs.

Considering the successes of the wars on alcohol, poverty, drugs and
terror, I think we should give some serious thought to declaring war
on peace.
