Apache2 is in /etc/apache2 on Ubuntu, not /etc/httpd.. just a tip. :)

I recommend a different route. op5 Monitor (the commercial package) uses 
smsd (part of smstools3) and a serial port GSM module for this, but as 
long as you get a virtual serial port when you plug in your GSM phone, 
you should be able to use that with smsd too. It handles everything that 
has to do with communicating with the phone, so you don't have to. I 
believe there are example notification scripts for use with smsd on 
Monitoring-Exchange.
