Thanks Russell, that is indeed helpful and it is probably how we will
proceed.  It does look like there is some plumbing in Merlin to handle
disabling active checks on the NOC automatically for connected pollers,
but that it isn't functional and/or complete yet.  I've also done some
poking at the code during the last day and I have a couple of minor
patches (coming shortly) that don't fix it, but hopefully may take it
closer to fixed.
