I disagree. The whole popup is used for many things:
* show lists of global and private filters, allow to move a filter
between them;
* show lists of users/groups who can/can't use the filter selected on
the left,
allow to move users/groups between lists;
* allow renaming a filter
* show filter's search query, in future - allow to change it
The primary use of popup is to get all information about filters, and
_optionally_ change it.
_If_ there would be only List1 <=> List2 DoIt!-button _then_ the
left-to-right would be correct,
but as I've described above - this is not the case here.
