As far as I think what you describe here is exactly that kind of thing
you want to have "left-to-right" for.
You wrote it your self: "this makes sens when you are selecting som
items from available list, then want to do something with them".
Correct me if I'm wrong but you do want to do something with them. You
want them to be able to access a specific filter. So, you look at what
users that ar available in the list to the left and then you select
them and move them over to the list of selected users who should be
able to see the filter.
