Why name them "selected" when they are not?
"Current" list means users/groups that are allowed to use the filter
that is selected in "Global filters".
As for "left-to-right" - this makes sense when you are selecting some
items from available list, then want to do something with them.
(i.e. the GUI should be like [available] [<->] [selected] [Save])
But this is not the case in that popup.
The left lists is a kind of "menu" that allows to change what's on the
right,
then it's logical to see "who's allowed to use that filter that is
selected now" straight on the right of it,
by your own logic - left-to-right. ;-)
The "Available" lists are really just a shortcut to avoid [Add] button
with another popup,
so it's logical to have accessory widgets aside from main informative
widgets, not in between.
As for eye jumping - note that when you move a group from Available to
Current - its users get removed from "Current users",
and reverse is happening when you move group from Current to Available.
That's why #3 is the best.
